when I clake enternt explorer once  some times it will open two or more.

I run windos XP Home if that halpes you figer out the problm.

Thats hard to say, the only time i have ever had that happen to me is if i actually click it more then two times, other then that im not entirely sure.... someone else might have an idea about it though.  Especially since it has been a long time since i have ran Windows XP.  Good luck!

Im leaning towards general lag, I never see things like this too often.

It wouldn't hurt to possibly go into IE and clear out all the cached items, anything that will help it load easier.
