I had my laptop charger un plugged earlier and once my laptop got down to 33% I decided to plug it back in. The laptop is recognizing that it's there and it's saying it's plugged in but beside it says (not charging). Is it broken or is there a way to reverse it?

only thing i would recommend is playing with the connections, could be as simple as that... if not im not to sure, i have never owned a laptop, but if you need to end up replacing it your probably going to have to foot a $120 bill...

You may still have a problem if the receiving connector in the laptop itself is loose. My old IBM had some broken solder points and it would intermittently fail.

If your charger fails you can get a universal one for around 30-50$ online.
