I find that just buying a toy gun and giving it a paint job is enough to make it look realistic, enough to make police freak out, but police freak out about everything.

If you want to get more fancy, you should check out Indy Mogul on youtube. They specialize in making tutorials for DIY filmmakers. They do make-up effects, cheap camera equiptment and props. They've done 5 gun tutorials. They did a retro ray gun, tommy gun, gaint arm gun, gaint lazer cannon gun thing, and the Good Samaritan gun from Hellboy.
You could probably pick up some ideas from it. I'd recomend it. They got lists of what you'd need and prices all in the videos.
